Mr. Riley, from Greenville, S.C., served in the S.C. House of Representatives and the S.C. Senate before being elected Governor in 1978. In 1986, a Newsweek poll ranked Riley as one of the top three most effective governors in the country. He served as U.S. Secretary of Education under President Bill Clinton. During his tenure, Mr. Riley helped launch historic initiatives to raise academic standards; to improve instruction for the poor and disadvantaged; to expand college grants and loan programs; to prepare young people for the world of work; and to improve teaching. Gov. Riley was elected a Trustee of the Endowment on May 2, 1989, and served until December 1, 1993. He said at that time that he had “a special affinity for the feelings of James B. Duke in his desire to provide focused support for education, health, child welfare, and religion in the Carolinas.”
